Field Coordinator (Durable Solutions)

|This position will be based in Concern’s Baidoa office, but with travel and|
|Job Location:||Considerable time for support to Afgoye in SWS of Somalia.|

|Job Purpose:||As a member of the EUTF and DFID durable solutions team and reporting to the EIDACS|
|Programme Manager, the Field Coordinator will support the Programme Manager by|
|functioning as the focal point for durable solutions (DS) activity implementation plan and|
|reporting management. The incumbent will represent Concern at DS Consortium meetings|
|and relevant coordination fora in Baidoa/Mogadishu along with the PM or in the absence of|
|the PM. S/He is responsible for managing and supporting Field Officers to plan and implement|
|agreed activities including M&E within the DS Programmes. S/He is responsible for ensuring|
|accurate data is entered into the programme management database and as well work closely|
|with local partners especially in Afgoye.|
|The Field Coordinator will require to contributes to the strategic mission of Enhancing|
|Integration of Displacement Affected Communities in Somalia (EIDACS) and DFID DS|
|consortia and supports the Consortium Management Unit (CMU) and Technical Working|
|Group (TWG) in improving coordination, information sharing, quality programme|
|implementation and learning across the consortia.|
Main duties & Programme implementation and Management
Work in close collaboration with the EIDACS Programme Manager in managing and implementing DS programmes activities in SWS
Keep detailed activity plan and ensure that project activities are commenced in a timely manner and implemented to a high standard, in compliance with Concern standards, policies and donor guidelines. Ensure detailed activity plan is flexible and adapts regularly to contextual needs and field-level innovation in coordination with PM and Consortium Coordinator.
Inform and update the PM with any new developments, challenges, concerns, priorities and opportunities from SWS authorities and communities.
Keep the Programme Manager informed on all field program activities, progress, challenges and lessons learnt
In conjunction with the Partner organization, develop a project and operational work plan and reporting schedule, updating the plan on a monthly basis or as required.
Initiate the development of procurement plans for project goods and services, follow-up its progress, draw attention to PM for variances, and liaise with logistics, and finance as required.
To make ensure active community participation in project activities and continuous flow (two-way) of information between the organization and target communities/beneficiaries.
Liaise with line ministry representatives as necessary, and represent the interests of the Concern-led durable solutions initiatives as part of the effort to maintain and enhance positive collaborations with the various level of SWS authorities
Support durable solutions, livelihood and M&E officers in planning, implementation of the project activities, managing and coordinating with other humanitarian actors in their area of operation, particularly other DS actors.
M&E, Learning, Accountability and Reporting
Assist in the compilation of donor reports and ensure that they are produced on timely manner and to a good quality.
Support Field officers to collect required information and case studies on the project activities, progress, challenges, beneficiaries and the impact the interventions have on the lives of beneficiaries.
Report timely on any new developments and challenges that may be encountered which require action or a change of plan in the SWS Education programme implementation
Carry out or participate in rigorous monitoring of field activities against the project activity plan. Provide written reports on all field visits undertaken.
In consultation with Concern’s M&E unit and EIDACS Programme Manager, lead needs assessments, baseline and end- line surveys, cross sectional studies, shock-triggered monitoring, labour and market assessment and joint monitoring with appropriate and participatory approaches and tools.
Provide timely support to the field level focal points for complaints & response mechanism (CRM).
Lead responsibility for the implementation of learning and recommendations from external or internal reviews and donor feedback in SWS education programme.
Assist in ensuring that beneficiaries have access to feedback and response is given within appropriate time periods.
Staff Management and Development
Line manage the 3 Field Officers (DS officer, Livelihood officer and M&E officer) particular emphasis on capacity building of staff through mentoring and training
Establish performance objectives for each reporting staff and conduct Performance and Development Reviews (PDR) in line with the HR policy.
Ensure all staff members understand their roles and have up to date job descriptions.
Ensure that all staff are provided with the necessary support and advice to carry out their duties.
Ensure application of Concern’s Program Participant Protection Policy, Code of Conduct and donor requirements
Identify project staff needs, ensuring that job descriptions are developed, properly qualified staff are recruited, inducted and trained as per the needs of the programme and organisation.
Ensure staff compliance with the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CoC), including the respect of confidentiality amongst relevant staff and partner organizations.
External and internal relationships and coordination
Actively participate in relevant programme coordination meetings.
Provide timely and relevant information to EIDACS Programme Manager to help ensure good collaboration and working relationship with government and other relevant partners.
Represent Concern at consortia and other relevant coordination meetings at field level, as delegated by the PM or necessary.
Actively participate in meetings and learning events by providing context and programme updates relevant to DS programme activities in South West State to help generate knowledge, facilitate lesson learning and its disseminations to others.
General and other duties:
Contribute to emergencies response action when requested to do so by the Programme Manager/Consortium Coordinator.
Provide surge-assistance for training, data collection or DS programme implementation as requested.
Assist design and ensure application of donor and Concern visibility compliance to guideline and standards
Be aware of Concern’s security procedures and guidelines in place, abide by them and ensure other staff are aware of and follow them.
Ensure the application of Concern policies & procedures, Program Participants Protction
Policy, Code of Conduct and HAP benchmarks and assist in their proper applications.
Ensure that all partner relationships are managed effectively, in line with Concern Somalia’s Partnership Policy.
Work in an interactive and coordinated manner with the other Concern staff and identify and encourage synergies within and across programmes to achieve an integrated approach that supports the overall country strategy.
|Person||QUALIFICATION AND EXPERIENCE:|
Bachelor of Arts/Science Degree in development or related technical sector.
Minimum 5 years of experience working in development or humanitarian programmes.
Experience of working with and through partners, in a support role.
Experience of using participatory methodology including participatory assessment, participatory monitoring tools and community-based approaches.
Excellent analytical skills
Ability to work both as part of team and independently with minimal supervision. Excellent written and spoken English and Somali language.
Strong computer skills at least on word, excel, outlook, power point, internet etc.
